hewlands citadel a salvation army project which had its humble beginning two yea!rs ago under a tree at north hill pembroke culminated in the opening on thursday of a modernistic 12,000 building which will serve as the newlands citadel and youth centre the need for a new look at the whole question of hospital ization in bermuda was stressed at the sixth annual conference of the bermuda friendly societies council held in somerset on new year's day commissioner wycliffe booth lead of the salvation army territory in canada and ber muda and mrs booth came down from canada especially to officiate at the dedication and opening and to voice his thanks to those who pooled their efforts to make the ven ture possible chairman of the property com mittee of the army's advisory board whose initiative led to the acquisition of the property on a 50-year-lease from the government mr vincent lee the architect who drew the plans ; mr c e bean the con tractor who erected the build ing the hon a j gorham chairman of the board's finance committee delegates representing 14 lodges with a combined member ship of 1,124 voted unanimously in favour of resolutions calling for at least two free beds per parish at the king edward vii memorial hospital also a lowering of fees for public wards at the hospital and a state sponsored system of social security commissioner wycliffe booth is seen officiating at the hold the fifrst meeting under a tree a successful young negro businessman mr cecil r dismont will attempt this week to be the first negro to get a seat on the council of the corporation of hamilton in nearly ten years he will be a candidate at next week's cor poration elections and is to be nominated by the hon g a williams men-bet of the legis lative council men and common councillors will take place on wednesday and election if necessary will follow on friday so far mr dismont is the only one not now serving on the corpora tion who seeks an office it will be his first attempt for city honours for the past three years he has been a member of the pembroke parish vestry abroad commissioned booth said the development of the newlands effort was typical of the william booth spirit which founded the army in london the only significant changes resulted in the hon henry vesey chairman of the trade development board trading places with the chairman of the board of civil aviation sir bayard dill and the ap pointment of a negro — mr george ratteray m.c.p to the board of immigration he is the first to serve on the board in the decade since the death of the hon r c craw ford who held the position of deputy chairman ol tlie board browulow tucker the 1956 commission resigned to protest a long term government policy which calls for the placing in the same building of young offenders with hardened criminals *• it was wonderful to note that last year the 60th anniver sary of the establishment of the army in bermuda was marked by the opening of a building at cedar hill and the begin ning of woh on the newlands project it was significant that within the compass of 12 months ' the army has been able to open two buildings of importance he said mr williams supported the council's stand on social secur ity and old age benefits the aged are in difre need and it is the responsibilty of govern ment to provide security he added that rats drove the aged members of thair community out where they were left to the mercies of pfredacious animals surely we boast to be higher than that he added mi dismont was educated at hinson's school and mrs the attention of neighbours in the district was focused on the effort and one loaned a shed for the meetings and sub sequently mrs alice basdeu allowed them to use a room in her house as the gathering grew they were obliged to move to the north village band room and now they have theiir own centre there was one addition to the trade development board — mr ford baxter five now members to the board of works two to the board of agriculture and two to the board of civil aviation mr this morning mr dismont appealed to all qualified pro gressive-minded freeholders of the city to come out and sup port him there were many who had votes but couldn't be bothered in the past to use them it was not a pleasant commentary on the people of coloufr when they looked back and realized that one of their group has not represented them on this important govern ing body for a decade the last negro city father was mr s o hinson who has now de ceased neverson's private secondary school he went to ontario *• business college in canada and upon graduation returned to manage his father's various enterprises in the city for the past five years he has operated his own shoe business in reid street another major change one which was forced on the governor by the wholesale resignation of all the members of the treatment of offenders commission resulted in ap pointment of an entirely new commission headed by major the commlissioner
