county home it was the second such case in this south coast resort area in a month order mr williams declared that he had been placed in an em barrassing position by the statements in the assembly and his reply could not be con stftmed as personal or offensiv 2 as he had not mentioned any one by name the acting presi dent said that was true but he was referring to a member of the lower house and therefore had to be ruled out of order mr sykes informed him how ever that he could speak on the administration of the school mr williams is ehaifrnian of the governng body of the berkeley institute
