howard academy to provide a sorely needed secondary school in the colony was written for the recorder by mr howard smith chairman of the governing body of the school of speed boat and fairs 1944.50_mr e p skinner after retiring from cavendish school starred howard academy as $. private second ary school in his home iu 1944 later as enrollment increased the school moved to his home in devonshire in the basement of a house in devonshire and then to a balding on jubilee road parents and well-wishers of the school children came to gether for the purpose of im proving and maintaining the premises • n four voung boys confessed in juvenile court yesterday to a total of 41 cases of breaking entering and stealing from prac ticallv all of the churches in hamilton shops residences and taxis over a nine month period the youngsters ranging in age from 11 to 13 said they spent the money on the hire of speed boats and fairs iu devonshire eousistiug of two buildings and an area of laud suitable for a playing field which was offered for sale for 6,000 100 was deposited as a down payment and a six mouths option was obtained the board of edu tion refused the governing body's request for a guaran tee of 1,000 a year for six years and offered as an alter native the use of a stone build ing on the property on which the technical school now stands a nominal rent of 1 per year was charged since this building was not large enough to provide the number of classes then needed a wooden building was pur chased from the dockyard for 100 plus customs duty and the governing body parents teachers pupils and friends of the school took the build ing down transported it to the new site and re-erected . __.___.___ new health centre — the new government health centre situated to the west of the coion opfera house on victoria street is hearing completion and will be ready for occupancy by the end of this month a total of 50,000 was appropriated by the legisla ture for the centre which will house under one roof the now scattered medical and dental clinics the dietician nurses health inspectorate rodent control division as well as the general offices — photo by austin john they were ordered by tho court to be placed in the junior training school until they reach the age of 16 years one had only recently been released from there were admonished by colonel newing to watch their step but within an hour after their release they had broken into two places and stolen more money reds comment on little rock police trap 13 year-old thief who threatened to burn down office the tragic story of these boys was revealed to the press this morning by superintend ent cecil newing head of the c.i.d who said they were first charged with breaking and entering four premises to which they pleaded guilty later they also admitted 19 other cases which had been reported to the police among the places burgled were the salvation army st paul a.m.e church presbyterian church and the cathedral the real tragedy of this story lies not so much in the fact that four youths were able to commit so many crimes before being caught but rather that financial greed disrupted family life and the educa tional set-up in the colony were factors that directly contributed to their delin quency moscow oct 2 after a lull of three days the krem lin's propagandists returned today to the racial situation in little rock with their most violent attack to date 1951 after the death of mr skinner the school was kept open by his assistant mr braxton burgess until the governing body which had been formed earlier ob tained the services of mr edward dejean thanks to mrs may ming who lived nearby and provided a play ing field drinking water and other necessities the school survived and progressed ap plications for enrollment in creased because many chil dren were unable to obtain admission to any other second ary school a 13-year-old boy who gave a certain hamilton business man two days in which to leave the key to his safe in a drawer or have his place des troyed by fire has been ar rested as a result of a trap set by police the following morning the note was missing from the drawer on his desk the mer chant found a typewritten note stating : ve will give you to more days to live the key here if not we'l burn the place down with oil your fraud the violence of the charges leveled morning the safe was found unlocked and the money missing also a small cash box had been forced open in ouiries led to the arrest of a 13 year-old boy who when confronted denied knowledge of the theft one is left to wonder why shop keepers do not query the cource from whence young sters get big sums of money to spend also one wonders why these youths were not in school when the school leav ing age is 14 that oyer time odd sums of money amounting to about 10 had been taken from a safe in his office but there were never any signs of the premises hav ing been broken into period apart from the 19 cases which had been reported they admitted 22 other cases of larceny which had not been reported to police making a grand total of 41 offences be tween them in little liock the news paper said white racists are head-hunting for negro chil dren and this ean happen only because the united states rulers actually approve of the racist action third teacher added 1953 — a third teacher miss eva robinson was added to the staff in 1953 the stone building having been reno vated and altered was in use from the beginning of the year when the boys of the school moved in the girls remained at jubilee road until the wooden building was completed at this time the school had the record enroll ment of 120 investigation showed that these boys parents were liv ing apart and in poor housing one of the lads had recently been discharged from the junior training school on condition that he lived with his parents but they had no place for him another of the four lived in a tool shed more room
