page 1 north cape of norway by steamer mrs king also visit ed spain puerto rico mor roco tunis yugoslavia rus sia the caribbean peru brazil uruguay and vene zuela for the past eighteen months government has been consider ing the implications of a major oil spill which could possibly occur in bermuda and an oil spill of major proportions in the atlantic which could affect these islands the advice of the british government who iiave had much experience in deal ing with major oil spills was sought and an expert in this field visited bermuda in janu ary of 1972 to advise on the preparation of an oil contin gency plan which hopefully might never be used and also realise that oil-pollution-fighting technique are changing rapidly so that any equipment purchased now could become obsolete before the need to use it would arise it is also recognised that in the event of a major oil sp?ll in bermuda waters outside assis tance would have to be request ed from the united kingdom canada and the united states of america and the bermuda government is now establish ing lines of communication with these countries in order that such assistance may be obtained as expeditiously as possible in an emergency the department of marine and ports services has a lim ited amount of equipment on hand and the oil companies hold limited stocks of dispers ant for use in combatting the minor oil spills which ber muda experiences from time to time university through the post and lectures delivered on radio and tele vision — and at week-long sum mer schools throughout the country — to make their way through a degree course broken up into six full credit courses britain's open university now entering its third year has announced the award of its first degrees r honour a new oil pollution act has been drafted giving this gov ernment adequate powers to deal with serious oil pollution risks resulting from a shipping casualty and specifies that fines of 50,000 may be imposed on persons found guilty under this act and the amount of the fine is unlimited on conviction on indictment the 867 graduates — all of whom now hold a bachelor of arts degree — were only a few of the 23,500 students who successfully sat examinations at the close of last year in this university of the second special qualities mrs king was awarded the m.b.e in 1961 and in this year's new year's honours list she was awarded the o.b.e speaking of her reac tion to the award she noted i was quite surprised to learn that i was to be awarded the o.b.e because normally women seem to get only one award and that's that i believe that there are only two other women who have been award ed the o.b.e it's a great honour since each credit course is taken as the equivalent of half the work handled by a full time student in a conventional uni versity in one year the stu dents revealed in the words of the open university vice chancellor dr walter perry special qualities of maturity and determination goodmorning tim goodmorning willie you will know then where your prosperity comes from chance an oil contingency plan work ing party consisting of repre sentatives from many govern ment departments the ber muda biological station ham ilton fire brigade and the oil companies have held meetings over the last several months and it has been recognised that bermuda would be unable to stockpile adequate suppues of materials and equipment to deal with a major oil spill in this area government con siders it unwise at this time to spend a large sum of money on materials and equipment the graduates include people ranging from a royal navy officer from ipswich in eastern england to a clergyman from cornwall in the west a bank clerk in london and at teacher in newcastle in the north it's good to see you again after your usual or should i say unusual weekend wiliie i know you have been in some tall arguments over the new or should i say the fifth bank which seems to be the popular name for it i am for this fifth bank tim because it has something to give the man in the street that the other banks do not have behind this new bank we have men whose reputa tions are at stake it is government's intention therefore at this time to estab lish lines of communication with other governments par ticularly those of our closest neighbours in the united states and canada to provide imme diate assistance in the event of a major oil spill in the form of trained manpower equipment and materials held by govern ment agencies in those coun tries due to the very special nature of our marine ecology both the department of agriculture and fisheries and the bermuda biological station are firmly against the use of oil dispers ants to deal with oil spills since it is possible that these chem icals might have a lasting and damaging effect upon local marine life dr perry who emphasised that the open university de gree was of the same standard as that gained at any conven tional british university de scribed the results as very satisfactory they have one thing in com mon all had successfully com pleted higher educational stud ies in the past and so were al lowed to claim exemptions from certain parts of the full open university course satisfaction mrs dorothea king noted that she gets a lot of satisfac tion out of her community work she stated i'm inter ested in people and it's very satisfying if you can lend a hand from time to time how ever what really worries me about the organizations with which i am connected is that we don't have any young peo ple what will happen when we're gone continuing she said i know young people don't like working with old people but they should be learning now or when they're forced to take over it will be that much more difficult you know willie when tois was first discussed i was against it and up to now for the life of me i can't just get it into my head as to its usefulness the number of banks we now have in this island is quite enough to deal with the amount of money or any other business that these banks are capable of handling so why a fifth bank i can quite understand why the other banks are riled up to a pitch of protestation can you imagine these men doing such a torn fool trick as to destroy their own future no qualifications are requir ed for admission to the open university — other than resi dence in britain behind it all tim i see a attracted consider able interest in other countries similar learning systems are being developed in spain and japan open university courses are beiitg tested in the united states and individual studies in the humanities lo the history of the european ren aissance and the reformation and achieved an overall pass rate of more than 70 per cent that may be so tim but competition is good for the
